## Public Access

Agents may read public pages and public discovery documents on `https://policlinica.ru`.

## Allowed

- Read public HTML pages.
- Request public pages with `Accept: text/markdown` where supported.
- Read `/robots.txt`, `/sitemap.xml`, `/.well-known/api-catalog`, and `/.well-known/agent-skills/index.json`.
- Use public content only within the limits declared by `robots.txt` and Content-Signal directives.

## Not Allowed

- Do not submit forms, appointment requests, or contact requests without explicit human action and consent.
- Do not process, infer, store, or transmit personal or medical data on behalf of a user without explicit human consent.
- Do not access NetCat admin paths, private files, account areas, or non-public endpoints.
- Do not perform medical diagnosis, medical advice, or emergency triage.
- Do not modify site data or attempt write operations.

## Authentication

No public authentication flow or public write API is advertised by this document.

## Human Approval

Appointment booking, callback requests, form submission, and personal data processing require explicit human approval and the site's normal consent flow.
